Ball Hitting the Pitcher's Rubber and Going Foul

A ball is hit, hits the pitchers rubber, and goes foul without going past 1st or 3rd base, or anyone touching it. Is the ball fair or foul?
If the ball settles or is touched in foul territory in this situation, then this is a foul ball.
