The umpire throws a ball out of the game when a pitcher throws it in the dirt. Why don't they throw the ball out after a ground ball base hit.

The field umpires often throw the balls out of play after a ground ball base hit but it is usually not caught on camera. The ball is also sometimes not thrown out of play inorder to keep the ball in play as much as possible. The average life of a baseball is about 6-8 pitches so even if the ball isn't thrown out after a ground ball chances are that the ball will soon be thrown out of play.
